Earlier today, House Speaker Nancy Pelosi sent out the message below to her constituents in San Francisco, uplifting the importance of child care as a central key to helping our country’s working families and early educators survive these challenging times.
In this important message, Pelosi recalled the words of Children’s Council’s founder, Patty Siegel:
“As Patty Siegel, the godmother of child care in California, said, “You can’t expect a family with young children to get on their feet and get jobs without child care.”

Dear San Franciscans,
With reduced enrollment and steep drops in revenue due to COVID-19, child care providers are locked in a life-or-death struggle to stay open, keep children safe and help parents of essential workers go back to work. Child care workers are the “workforce behind the workforce,” yet they desperately need our help.
Today, House Democrats passed H.R. 7327, the Child Care for Economic Recovery Act that provides ongoing federal investments and tax subsidies for working families, helping to bring quality child care within their reach to support ongoing employment. Specifically, the Child Care for Economic Recovery Act provides $850 million to states, the District of Columbia, and all U.S. territories to fill in gaps in dependent care for essential workers during the COVID-19 pandemic, creates a new tax credit to help employees access quality, affordable child care, and invests $10 billion in infrastructure to improve child care safety. This legislation will help many low- and middle-income families to access much needed relief for child care expenses. As we ask Americans to return to work, many disproportionately impacted by the virus, we must ensure families have the support they need.
The House has also passed H.R. 7027, the Child Care is Essential Act that creates a $50 billion Child Care Stabilization Fund to award grants to child care providers to stabilize the child care sector and support providers in safely reopening. Child care providers are at the forefront of the nation’s response to the COVID-19 pandemic yet have been among the hardest hit sectors. Providers will need additional support to purchase necessary supplies, reduce group sizes and adjust staffing to lower the risk of infection, and modify classroom space and materials.
